Beginning January 1, 2027, Illinois law will allow any minor to consent to contraceptive services or supplies without permission from a parent or legal guardian. Public Act 104-570 gives minors the same legal authority as adults when obtaining these services. The law covers prescription birth control, long-acting contraceptives, over-the-counter hormonal birth control, and emergency contraception. It does not include sterilization.

Supporters argue that the law will reduce teenage pregnancies and give young people easier access to birth control. However, it also removes parents from an important health decision involving their children. A child may not fully understand possible side effects, drug interactions, or the importance of sharing an accurate medical history. Parents remain responsible for their children’s health and welfare, yet Illinois continues to weaken their ability to guide major decisions.

This law raises additional questions about medical records, insurance statements, taxpayer-funded services, and whether parents will learn that their child received these products. Illinois residents deserve clear answers about how the law will work and what safeguards will protect minors.
