Raises Questions About Annexation, Rural Preservation, & Community Planning


If you've driven down Dean Street recently, you've likely noticed signs reading “Say No to Cedarhurst on Dean Street.” Those signs represent a growing movement of residents asking local officials to slow down and take a closer look at a proposed Cedarhurst senior living development west of Peck Road.

 

At first glance, the issue may appear to be about opposition to new development. It isn't. 

 

Most residents involved agree that Kane County needs additional senior living options to serve an aging population. They also recognize the rights of private property owners to sell and develop their land and to maintain and preserve their land's value.

 

The concern for those opposing the Cedarburg idea is different:

 

Is this the right project in the right place, and has the public been given enough information before decisions are made?

 

The proposal would not only introduce a large senior living campus into one of the township's remaining rural corridors, but it would also require the City of St. Charles to annex property currently located in St. Charles Township. That reality has prompted many residents to ask broader questions about growth, planning, and the future of the township's rural identity.

 

Residents say they only recently became aware of the proposal and have questioned whether the public has had adequate opportunity to understand its long-term implications.

 

Among the questions being raised are:

 

  • Have comprehensive traffic studies been completed, and do they accurately reflect future traffic volumes on Dean Street and Peck Road?


  • What impact could the development have on groundwater, stormwater management, and nearby wetlands?


  • How will this proposal effect current property owners?


  • Has anyone even reached out to surrounding property owners?


  • How will local wildlife and open space be affected?


  • Will additional emergency services or infrastructure improvements be required, and who will ultimately bear those costs?


  • What precedent could this annexation set for future development in the surrounding area?


These are not insignificant questions. Once farmland and open space are converted to urban development, those decisions are effectively permanent.

 

Many residents also believe the property deserves consideration for uses that would better complement the surrounding area. Suggestions have included expanding the adjacent Forge Soccer Club facilities or exploring whether the land could eventually become part of the Kane County Forest Preserve system, preserving one of the community's remaining green spaces while providing recreational opportunities for future generations.

 

What has surprised many observers is the level of community response.  Although most believe that no one asked or consulted surrounding property owners or those in the community, the neighbors have taken action.  They organized informational meetings, gone door-to-door, spoken with elected officials, and collected more than 1,000 handwritten petition signatures, in addition to over 600 signatures gathered online. Their message is consistent: before irreversible decisions are made, residents deserve complete information, transparent review, and meaningful public input.

 

Regardless of where one stands on the proposed Cedarhurst development, this discussion reaches beyond a single project. It raises fundamental questions about how growth should occur in Kane County, how annexation decisions are made, and whether preserving the unique rural character of St. Charles Township remains a priority. But preserving the community should be paramount.
